Takehome: Following on from the largescale institutional reform realized in March 2018, a new integrated Custom-Inspection Declaration System has been implemented by China Customs to streamline the declaration processes and improve efficiency.
On August 1, China General Administration of Customs (GAC) introduced a new integrated import/export declaration system (name directly translated from Mandarin Chinese is “one declaration, one inspection and one clearance”). Cosmetic stakeholders are only required to declare goods one time, which greatly simplifies the declaration process, increases working efficiency and lowers operating cost for both government departments and enterprises.
The customs adjustments include the following aspects:
- Merge the previous two declaration systems of Customs and CIQ (AQSIQ and subordinate provincial CIQ departments are now dissolved and responsibilities undertaken by GAC) into a single integrated one;
- Merge the former forms of Custom Declaration and CIQ Inspection and Quarantine Declaration into a new integrated form;
- Reorganize and unify parameter code in accordance with international standards;
- Consolidate the original duplicate documents into a set of new attached documents;
- Optimize format and adjust print method.
Cosmetic Stakeholders’ Preparations before Using the New System:
- Complete user registration;
- Complete enterprise qualifications registration;
- Complete an Electronic Port application.
