China Requires Cosmetics Production License

• CFDA released a notice to further specify the mandatory requirements for the new cosmetic licensing system.

On Dec 15 2015 CFDA announced the consolidation of the cosmetic licensing system (see CL news). Recently CFDA released a notice to further specify the mandatory requirements for the new cosmetic licensing system.

• From Jan 1 2017, only Cosmetic Production License is acceptable. The Cosmetics Production License from AQSIQ and Hygiene License for Production Enterprise of Cosmetics from provincial FDAs are invalid.
• From Jan 1 2017, manufacturers without a Cosmetic Production License are prohibited from manufacturing cosmetics.
• For manufacturers with the Cosmetics Production License and Hygiene License for Production Enterprise of Cosmetics, their products manufactured before Dec 31 2016 can be marketed until the expiration date.
• Cosmetics manufactured after Jan 1 2017 shall bear new packaging and labels with information relating to the Cosmetic Production License.
