CFDA has just released a new notice saying that all cosmetic manufacturers in China have to obtain a Cosmetics Production License. The details of the notice are:
- All cosmetics manufacturers have to obtain a Cosmetics Production License released by CFDA. The validity of the Cosmetics Production License is 5 years.
- From January 1st 2016, all new cosmetics manufacturers should apply for a Cosmetics Production License from provincial FDA.
- For cosmetics manufacturers having obtained National Industrial Manufacture License from AQSIQ and Hygiene License for Cosmetics Manufacturers from provincial FDA, the validity of their licenses will be extended to December 31st 2016. These cosmetics manufacturers can exchange their licenses for Cosmetics Production License with provincial FDAs from January 1st 2016.
- For cosmetics manufacturers whose original validity of National Industrial Manufacture License and Hygiene License for Cosmetics Manufacturers is beyond 2016, they should exchange their licenses for Cosmetics Production License from provincial FDA before 2017 also.
- Rules above are also applicable to toothpaste products.
- Current labels on packages can be used until June 30th 2017. All cosmetic products which are manufactured after July 1st 2017 must use new labels with information of Cosmetics Production License.
