China to Prohibit the Manufacture and Import of Mercury-containing Cosmetics

On November 7, 2025, China's Ministry of Ecology and Environment (MEE) released a draft Announcement on the Control Requirements for 12 Types of Mercury-Added Products and the Use of Mercury Catalysts in Polyurethane Production for public consultation. 1 The draft proposes a ban on the manufacture, import, and export of most cosmetics containing added mercury, set to take effect from January 1, 2026.
