Takehome: Guangzhou FDA will clamp down on illegal activities associated with the local cosmetic supply chain.
According to information from the Guangdong Beauty and Cosmetic Association, Guangzhou FDA will adopt measures to further strengthen cosmetic supervision and regulate the market by focusing on the following 3 measures:
1. Carry out rapid screening and random inspection work. Based on the analysis of unqualified cosmetic data, rapid screening will be conducted on high risks products such as anti-acne products (often adulterated with corticosteroids), freckle-removing products and mask products. Emphasis will be placed on uncovering products adulterated with antibiotics and corticosteroids.
2. Key Targets of Regulatory Reform:
- Baiyun district as the key target area;
- Production as the key target in the supply chain;
- Anti-acne and mask products and other special use cosmetics as the key target products;
- Crack down on illegal behaviors involving unlicensed production, addition of illegal ingredients, manufacturing special use cosmetics with arbitrarily altered formulas without prior authorization, producing and selling non-compliant cosmetics.
3. Strengthen risk assessment/mitigation. Guangzhou FDA will focus on the elimination and management of potential safety risks during cosmetic production.
