Indonesia Clarifies Phased Halal Certification Obligations for Imported Cosmetics

The Indonesian Halal Product Guarantee Agency (BPJPH) has clarified that 1) Products without a halal certificate or certified by a foreign halal institution not yet recognized by BPJPH can continue to be circulated in Indonesia until mandatory halal certification takes effect; 2) Non-halal products must include a non-halal statement on their packaging.

Background

Indonesia enacted the Halal Product Assurance (HPA) Law in 2014, which came into effect in 2019. Under this law, all products imported, distributed, or traded in Indonesia—including cosmetics, food, and pharmaceuticals—are required to obtain halal certification. The implementation of mandatory halal certification is being carried out in phases. For cosmetics, a transition period is in place until October 17, 2026.

On July 15, 2025, the Indonesian Halal Product Guarantee Agency (BPJPH) issued the Notification on the Implementation of Phased Halal Certification Obligations for Foreign Products, providing further clarification on the halal certification application process, foreign halal certificate registration, and labeling requirements for both halal and non-halal products. 1 The key requirements for cosmetics are summarized as follows:
