Japan Modifies Cosmetic Precautionary Labeling Standards

On May 30, 2014, the Association of Japanese Cosmetics Industries (AJCI) made an announcement on the Modifications of Usage Standards of Precautions for Cosmetics, requiring member companies of AJCI to modify the precautions for use on cosmetic packages or containers.

On May 30, 2014, the Association of Japanese Cosmetics Industries (AJCI) made an announcement on the Modifications of Usage Standards of Precautions for Cosmetics, requiring member companies of AJCI to modify the precautions for use on cosmetic packages or containers. Meanwhile, the MHLW also announced the Notification of Precautions for Cosmetics Use, stipulating that manufacturers and retailers outside the AJCI also need to modify relevant precautionary labeling according to the revised standards. These two amendments are made in light of last years Kanebo whitening product scandal. The details of modifications are as below:

  1.  Include “Pay close attention to your skin reaction while using” in the precautions
  2. Include “Discoloration (white patches) or black patches” in the list of symptoms that user should stop using once one or more symptoms are experienced

In addition, according to the AJCI, the new standards require manufacturers to complete the modification 1 as above by November 25, 2017 especially whitening products. The modification 2 is expected to be completed by the same date.
