1/ Clarify cosmetic business type and scope
On Mar 13, 2018, Korea released the amendments to Cosmetics Act, which reclassifies cosmetic business into three categories, cosmetic manufacturing business, cosmetic responsible sale business and customized cosmetic sale business. Enforcement Rules of the Cosmetics Act will clarify the specific types and scope of these businesses, as well as the registration matters for each business.
2/ Scope of financial punishments to newly include customized cosmetic sales businesses
Customized cosmetic sales business and functional cosmetics business will be subject to fines if they do not apply for competent authority's evaluation, fail to fulfill the obligations of operators, or do not report the actual manufacture or import records or ingredient list of cosmetics.
3/ Sensitive information and identification information administrative stipulations to expand to include customized cosmetic sales business
Customized cosmetic sale business was newly established in Korean Cosmetics Act released on March 13, 2018. The regulations related to customized cosmetics will come into effect on March 14, 2020. Now Korea plans to issue a series of provisions to support and regulate customized cosmetics industry. The era of customized cosmetics in South Korea is beginning to take shape.
