Manufacturers’ Information May be Exempt from Mandatory Labeling in South Korea

Cosmetic manufacturers' information may not be mandatory to label on the packaging in the future.

On Oct. 28, 2019, South Korea released the draft amendments to Cosmetics Act [1]. The main modifications are as follows:

1. Authorities changed cosmetic manufacturers' information on the packaging from mandatory to optional. Only the responsible sellers' or customized cosmetic sellers' names and addresses will be necessary to label on the packaging.

This amendment was proposed by senator Kim Sanghui, who said, "Responsible sellers will be responsible for the quality and safety of the cosmetic products in circulation. To coordinate with foreign regulations, it is not necessary to indicate the information of the manufacturers on the packaging. Therefore, only the name and address of the responsible sellers or customized cosmetic sellers should be mandatory".

2. Cosmetic responsible sale manager, manufacturers, or responsible sellers who do not get cosmetic safety and quality control training will be fined.
