Philippines FDA Updates the Guidelines for Licensing Cosmetic Establishments

Recently, the Philippines FDA has released two circulars regarding the cosmetic products notification and the licensing of cosmetic establishments. 

Circular No. 2013-001: Revised Notification Template for Cosmetic Products

Starting from 1 Feb 2013, all cosmetics enterprises are required to use the revised template for cosmetic notification and submit it to the department in charge-Center for Cosmetics Regulation and Research (CCRR).

The applicant needs to fill out the New Cosmetic Notification Template with the following information accordingly:

1. Name of brand & product
2. Product type (s)
3. Intended use
4. Product Presentation (s)
5. Name of manufacturer
6. Name of assembler
7. Name of company responsible for placing the cosmetic product in the market
8. Name of person representing the local company
9. Name of importer
10. Product ingredient list (including full ingredient names and the percentage of restricted ingredients)

It will take 1 day for the CCRR to accept the application and issue the notification number, 2-3 days to evaluate the notification dossier and form three possible results (notification certification/notice of deficiencies/denial letter), 1 day for the release of the conclusion.

 Circular No. 2013-002: Revised Guidelines in Licensing Cosmetic Establishments

The revised guidelines re-classify cosmetic traders who does not own the cosmetic product formulation but owns the cosmetic brand as cosmetic distributor. The checklist of requirements and licensing forms for cosmetics are also modified.  It should be pointed out that all cosmetic establishments must renew their License to Operate (LTO)  at least three months before the expiration date. 

This Circular takes effect since 4 Feb 2013.
