On 12 Sept 2013, Philippines FDA released the Circular 2013-036 to update the e-notification template for cosmetics, which covers the following new features:
- Quick Response Code that contains product notification information;
- Product Notification Barcode that represents the Product Notification Number;
- Notification Validity that indicates the validity of the product notification.
Meanwhile, the Circular says that the signatures of the authorized FDA representative, notification number, validity and date of issuance and stamps, which were included in the old templates, are on longered required.
Besides, the FDA alerts that it has a system to detect counterfeit e-notification certificates. Concerned parties just simply log in to the FDA website and type in the name of the product in the SEARCH bar and all information will be available.
The Center for Cosmetics Regulation and Research (CCRR), the authority under Philippines FDA for cosmetics notification, has fully implemented the Electronic Cosmetic Product Notification (e-notification) Scheme since 15 April 2013.
