On July 24, the Australia Industrial Chemicals Introduction Scheme (AICIS) issued a notice to remind introducers to renew their registration for the upcoming registration year (September 1, 2024, to August 31, 2025) and pay registration fees on its Business Services platform. Failure to renew by the deadline may result in penalties.
Under the Industrial Chemicals Act 2019, manufacturers and importers of cosmetics and/or cosmetic ingredients, known as “introducers”, under the Industrial Chemicals Introduction Scheme (AICIS) regulations, are required to register their businesses before bringing their products into the Australian market. The registration year runs from September 1 to August 31 of the following year. Enterprises intending to continue importing or manufacturing their products must renew their registration by August 31 each year.
How to conduct registration renewal
Step 1: Log in to the AICIS Business Services account and click “Registration”. Select the registration period (2024-25) and then click “Register Now”.
Step 2: Enter the value of industrial chemicals imported and/or manufactured in the last financial year (July 1, 2023, to June 30, 2024) in $AUD. Confirm the information is correct and click "Submit". First-time registrants with no previous introductions should enter $0.
Step 3: Proceed to “Payment” and pay the registration fee.
Step 4: Once AICIS completes the processing of the application, introducers will receive an email to download the registration certificate. The registration is valid until August 31 of each year.
Increased registration fees and charges
AICIS fees and charges for industrial chemicals are based on the registration levels determined by the total value of relevant industrial chemicals introduced by a business in the preceding financial year (July 1, 2023 to June 30, 2024). Notably, AICIS has adjusted and raised the overall registration level thresholds for the 2024-2025 period. Below is a comparison between the new thresholds and those of the previous year:
Registration level of 2023-24 | Registration level of 2024-25 |
Level 1 ($0 - $49,999) | Level 1 ($0 - $49,999) |
Level 2 ($50,000 – $74,999) | Level 2 ($50,000 - $99,999) |
Level 3 ($75,000 - $99,999) | Level 3 ($100,000 - $249,999) |
Level 4 ($100,000 - $249,999) | Level 4 ($250,000 - $499,999) |
Level 5 ($250,000 - $499,999) | Level 5 ($500,000 - $2,999,999) |
Level 6 ($500,000 - $2,999,999) | Level 6 ($3,000,000 - $4,999,999) |
Level 7 ($3,000,000 - $4,999,999) | Level 7 ($5,000,000 - $14,999,999) |
Level 8 ($5,000,000+) | Level 8 ($15,000,000+) |
All AICIS fees for services will be adjusted with a 3.1% increase. If the introduced values of cosmetics is less than $15 million, the charges will stay the same or decrease. The current charging standards are as follows:
