Earlier ChemLinked reported that South Korea required baby and children cosmetics to establish product safety data starting from Jan 16, 2020 [1]. On Jan 22, 2020, South Korea released and implemented the amended Enforcement Rule of the Cosmetics Act 1592 [2], clarifying the age standard for baby and children cosmetics, scope of cosmetics required to establish product safety data, scope and frequency of Ministry of Food and Drug Safety (MFDS) field research and hazard elements reduction plan for baby and children cosmetics.
1. Age Standard for Baby and Children Cosmetics
Baby Cosmetics: Cosmetics used for infants under 3 years old
Children Cosmetics: Cosmetics used for children from 4 to 13 years old
2. Scope of Cosmetics which Require to Establish Product Safety Data
Cosmetics labeled “cosmetics for baby or children use” on primary or secondary packaging (including product name)
Cosmetics advertised as “cosmetics for baby or children use” on media such as newspaper, broadcast, magazines
3. Field Research for Baby and Children Cosmetics
MFDS shall conduct field research of baby and children cosmetics every 5 years. The research items include:
Preparation and storage of product safety data
Consumer usage status
Adverse reactions after use
Current status and future trend of labeling and advertising
Current product distribution status and future trend
4. Hazard Elements Reduction Plan for Baby and Children Cosmetics
The hazard elements reduction plan for baby and children cosmetics will be formulated by the MFDS, which will include basic directions and goals for reducing hazards, short-term, mid- and long-term policies to reduce hazard elements for baby and children cosmetics, etc. The plan will be published on the MFDS official website.
