On April 1, 2025, the South Korean government announced amendments to the Cosmetics Act. The amended Act introduces three key changes: encouraging the inclusion of braille or voice/sign language conversion codes on labels, strengthening oversight of directly purchased overseas cosmetics, and designating Cosmetics Day in South Korea.
Key Changes
1. Inclusion of Braille or Voice/Sign Language Conversion Codes on Labels
To ensure safety and accessibility for all consumers, the amended Act specifies that when displaying all or part of the following labeling information on the container or packaging of cosmetics, braille or voice/sign language conversion codes may be provided in parallel for visually and hearing-impaired individuals:

All Ingredients Used
Net Volume or Weight of the Content
Batch Number
Expiration Date or Period After Opening (PAO)
Price
For Functional Cosmetics: The phrase "Functional Cosmetic" or a designated symbol approved by the Ministry of Food and Drug Safety (MFDS)

The MFDS is authorized to provide financial and administrative support to manufacturers implementing the new labeling requirements.
2. Stricter Oversight on Directly Purchased Overseas Cosmetics
Recognizing the growing trend of direct overseas purchases, the amended Act defines "directly purchased overseas cosmetics" as products acquired by individuals from overseas online platforms for personal use. To safeguard consumers in South Korea, the MFDS will enforce stricter oversight on such cosmetics through the following measures:
Establish regulations on the direct purchase of overseas cosmetics
Publicly disclose information on directly purchased overseas cosmetics that have caused or are likely to cause harm
Conduct inspections on directly purchased overseas cosmetics
3. Designation of "Cosmetics Day" (September 7th)
To enhance the global competitiveness of domestic cosmetics and raise public awareness in South Korea, September 7th is designated as Cosmetics Day. National and local governments will organize events, educational programs, and promotional activities to celebrate the industry and engage consumers.
Implementation Timeline
The amended Act will take effect one year after its official announcement, except for the provision establishing Cosmetics Day, which takes effect immediately, and the new labeling requirements, which will be enforced three months after the announcement (July 2, 2025).
