South Korea to Manage Eyelash Perm Products as Cosmetics

As disclosed by the Ministry of Food and Drug Safety (MFDS) on September 12, 2023, the eyelash perm products are to be managed as cosmetics¹. Starting in the second half of this year, the authority will begin the process of revising relevant regulations. 

Eyelash perm products have gained popularity because they can enhance the overall appearance of eyes, making the lashes appear longer, fuller, and more curled, thereby prevailing over daily use of eyelash curlers and mascara. However, it is important to ensure that the products are safe, as the instances of damage to the eye area and corneas resulting from incorrect usage of eyelash perm products have risen.

In response, MFDS has discussed with experts, industry representatives, and consumer organizations regarding the management of eyelash perm products as cosmetics since June. The discussions have covered various topics, such as classifying the products as eye makeup items, mandating cautionary labeling for potential eye damage and other usage precautions, and the need for monitoring side effects and verifying the safety of ingredients and products.

Considering these discussions, MFDS plans to pursue revisions to related regulations, including the Enforcement Rules of the Cosmetic Act² and the Regulation of Labelling Cosmetics Precautions for Use and Fragrance Allergens³ in the second half of 2023.
