South Korea Unveils Three Key Directions for 2026 Cosmetics Policy

1. South Korea’s MFDS will roll out a mandatory cosmetic safety assessment system, with detailed rules drafted in 2026 and full mandatory implementation by 2031, supported by a new Cosmetics Safety Information Center. 2. A nationwide e-labeling system for cosmetics will be institutionalized, using QR codes to provide comprehensive, accessible product information online while keeping key details on-pack. 3. A new inter-ministerial “Cosmetics Competitiveness Enhancement Council” under the Prime Minister’s Office will act as a control tower to coordinate industry support, regulatory harmonization, R&D, and talent development.

At the "2026 Cosmetics Policy Briefing" in March, South Korea's Ministry of Food and Drug Safety (MFDS) announced its major policy initiatives for the cosmetics industry. The plan outlines three core pillars: the phased implementation of a mandatory cosmetic safety assessment system, the institutionalization of a nationwide e-labeling system, and the establishment of an inter-ministerial council to act as a "control tower" for industry support. The legislative amendments for these initiatives are expected to be finalized by the end of 2026, with the safety assessment system set to become fully mandatory by 2031.
