The Consumers’ Foundation in Taiwan tested 25 types of perfume and 25 types of nail polish at the Electronics Testing Center and a laboratory in National Tsing Hua University. Among those cosmetics, three perfumes contained di (2-ethylhexyl) phthalate (DEHP), including one exceeding the legal limit, while eight products contained diethyl phthalate (DEP), which also poses potential health and safety risks.
Dolly Girl by Anna Sui was the perfume found to contain DEHP levels exceeding the legal limit of 100 ppm. Two other perfumes were found with DEHP levels between 20 to 30 ppm, and eight products were found with DEP levels exceeding 100 ppm.
The test results also showed that four nail polish products did not meet the labeling requirements stipulated by the Statute for Control of Cosmetic Hygiene.
According to the List of Prohibited and Restricted Substance in Cosmetics released by Taiwan FDA, DEHP should not be used in cosmetics. But since cosmetics are difficult to manufacture without DEHP, the legal limit was set at 100ppm in Taiwan. However, at present there is no limit for DEP levels in cosmetics. Exposure to phthalate can increase the risks of hypospadias or testicular cancer in men, and breast cancer or endometrial cancer in women. Therefore, in order to protect consumers from overexposure to this chemical, a legal limit for DEP levels in cosmetics should be set in Taiwan.
