Thailand Initiates Cosmetic Ingredient Lists Amendments: Two Ingredients Added and One Revised

Thailand is proposing several amendments to its cosmetic ingredient lists, including the addition of a prohibited ingredient and a permitted sunscreen, and the revision of a permitted colorant in cosmetics.

On February 22, 2024, the Thai Food and Drug Administration (Thai FDA) launched a public consultation on the newly proposed amendments to the country's cosmetic ingredient lists, which involves the addition of a prohibited ingredient and a permitted sunscreen, and the revision of a permitted colorant. These changes aim to be in line with the latest updates in the ASEAN Cosmetic Directive and to elevate the quality standards of cosmetic products.

The consultation period will end on March 7, 2024. Stakeholders are encouraged to provide feedback before that. Once adopted, the changes will take effect upon publication in the Government Gazette.

Below are the details of the proposed amendments (the text in red indicates changes to the previous lists):

1. Adding a new entry of Diethyltoluamide (DEET) in the List of Prohibited Ingredients. 1

  1. For nano-form ingredients, avoid using them in applications that may lead to exposure of the end user’s lungs by inhalation.

  2. Nano-form ingredients are permissible if they meet the following criteria:

    - Purity ≥ 97 %

    - Median particle size D50 (50% of the number below this diameter): ≥ 50 nm of number size distribution.

In addition, Thailand's cosmetic committee plans to introduce labeling requirements for products containing this newly added sunscreen ingredient. For such products, the following warning statements must be printed on the label in Thai. 3

  • The use of sunscreens is one way to reduce the dangers from sun exposure;

  • Please read the usage instructions carefully and strictly follow them;

  • Discontinue use and consult a doctor or pharmacist if any adverse reactions occur.
