On March 4, 2024, the Drug Administration of Vietnam (DAV) issued amendments to the annexes of the ASEAN Cosmetic Directive (ACD).
The amendments include:
Adding 15 ingredients to, and revising 4 ingredients in Annex II List of Substances Which Must Not Form Part of the Composition of Cosmetic;
Revising 5 ingredients in the Annex III List of Substances Which Cosmetic Products Must Not Contain Except Subject to Restrictions and Conditions Laid Down;
Revising 1 ingredient, CI 45430 (2), in the Annex IV List of Colouring Agents Allowed for Use in Cosmetic Products;
Deleting 1 ingredient, Methenamine 3-chloroallylochloride, from the Annex VI List of Preservatives Which Cosmetic Products May Contain;
Adding 2 ingredients to, and revising 1 ingredient in the Annex VII List of Permitted UV Filters Which Cosmetic Products May Contain.
1. Adding 15 Prohibited Ingredients and Amending the Names of 4 Prohibited Ingredients in Annex II List of Substances Which Must Not Form Part of the Composition of Cosmetic
1.1 Adding 15 prohibited ingredients
The 15 prohibited substances are added to Annex II List of Substances Which Must Not Form Part of the Composition of Cosmetic. The inclusion of N,N-diethyl-mtoluamide/Diethyltoluamide (DEET) is set to become effective on November 15, 2025, while the addition of the other 14 substances is scheduled for November 15, 2024.

4.2 Amending the preamble to Annex VI List of Preservatives Which Cosmetic Products May Contain
1. Preservatives are substances which may be added to cosmetic products for the primary purpose of inhibiting the development of microorganisms in such products.
2. The substances marked with the symbol (+) may also be added to cosmetic products in concentration other than those laid down in this ANNEX for other purposes apparent from the presentation of the products, e.g. as deodorants in soaps or as anti-dandruff agents in shampoos.
3. Other substances used in the formulation of cosmetic products may also have anti-microbial properties and thus help in the preservation of the products, as, for instance, many essential oils and some alcohols. These substances are not included in the ANNEX.
4. For the purposes of this list - “Salts” is taken to mean: salts of the cations sodium, potassium, calcium, magnesium, ammonium, and ethanolamines; salts of the anions chloride, bromide, sulphate, acetate. - “Esters” is taken to mean: esters of methyl, ethyl, propyl, isopropyl, butyl, isobutyl, phenyl.
5. All finished products containing formaldehyde or substances in this Annex and which release formaldehyde (Entries 20,21,27,30,31,33,46,49,51,55) must be labelled with the warning “contains formaldehyde” where the concentration of formaldehyde in the finished product exceeds 0.05%. |

From the effective dates specified in the tables, cosmetic products that fail to meet the regulations will be revoked. Except for the amendments with effective dates specified in the tables, all other amendments came into immediate effect upon the release of the Official Letter No. 589/QLD-MP by the DAV on March 4, 2024.
Cosmetic companies are advised to proactively review cosmetic ingredients during production, import, and trade, in order to mitigate the risk of product recalls.
