The Circular modernizes the cosmetic product notification process by introducing a digital submission route that emphasizes the adoption of online submissions and e-signatures. Additionally, a new Appendix 14-MP has been introduced for the importation of cosmetics intended for research or testing purposes.
On February 10, 2025, Vietnam released a draft Circular Amending and Supplementing Several Articles and Appendixes of Circular 06/2011/TT-BYT. Later, on July 3, 2025, the Ministry of Health (MoH) released Decree 34/2025/TT-BYT, which officially amended and supplemented certain provisions of Circular 06/2011/TT-BYT on Cosmetic Management.

South Korea has established a cosmetic safety assessment system through the partial amendment to the Cosmetics Act (Act No. 21302, promulgated on December 30, 2025). Under the new system, cosmetic responsible sellers are required to prepare and retain product safety assessment documentation reviewed by a safety assessor before products are placed on the market or distributed. MFDS plans to further develop detailed rules and conduct pilot programs in 2026, with phased implementation expected from 2028 and full mandatory application around 2031.
