2021 was a year of significant events and progress in the cosmetic industry in the Asia-Pacific region. China officially implemented the long-awaited new cosmetic regulation—Cosmetic Supervision and Administration Regulation (CSAR) and its supporting rules, marking the full implementation of its new cosmetic regulatory framework. Japan launched a new version of the overarching technical standards for quasi-drugs—Japanese Standards of Quasi-drug Ingredients (JSQI 2021). South Korea introduced the natural and organic cosmetic raw material certification mechanism. The year 2020 saw many significant regulatory updates in the Asia-Pacific region. China finalized the overarching regulation-Cosmetic Supervision and Administration Regulation (CSAR) after 30 years of waiting and introduced a series of supporting rules, indicating the overhaul of China's cosmetic regulatory framework. South Korea implemented the regulations on custom cosmetics and revised the requirements for functional cosmetics, restricted ingredients, colorants, etc. Japan, ASEAN and China Taiwan made significant changes on ingredient lists. Compliance Guideline for Overseas Companies Looking to Export New Cosmetic Ingredients to China

According to the newly finalized Cosmetic Supervision and Administration Regulation (CSAR), China will adopt classified management on the pre-market approval of NCI from Jan 1, 2021: only high-risk NCI require registration with NMPA and a maximum review duration of 128 working days, while low-risk NCI require only a simple notification which is deemed to be completed just after submission of notification documents. In such a case, cosmetic ingredient companies looking to export NCI would enjoy greatly expedited market access to China. Based on the current finalized CSAR and the Administrative Measures on Cosmetic Registration (Draft for Comments), ChemLinked summarized a compliance guideline to assist overseas companies to export NCI to China under the new management scheme.
