At the end of 2015, CFDA (now NMPA) finally announced that Safety and Technical Standards for Cosmetics 2015 has been reviewed and passed by Cosmetic Standards Expert Committee. Safety and Technical Standards for Cosmetics 2015 has been taken into implementation since December 1st, 2016.The main revisions of the new Cosmetic Safety and Technical Standard are:Making clear explanations of certain terms;Detailing cosmetic safety technical universal requirements:The limit of lead is adjusted from 40mg/kg to 10mg/kg. The limit of arsenic is adjusted from 10mg/kg to 2mg/kg. The limit of cadmium is newly set as 5mg/kg. The limit of dioxane is 30mg/kg. Guidance for Cosmetic Safety Risk Assessment (Draft for Comments)

Purchasers can enjoy the final version for free. On November 10 2015, China Food and Drug Administration released "Guidance for Safety Risk Assessment of Cosmetics" for public consultation. The public consultation will end on Dec 10. When CFDA began to allow the exemption of toxicological testing from June 30th 2014 if safety assessment can fully demonstrate the safety of a domestic-made product, many companies were therefore confused about how to prepare the safety assessment report due to lack of related specific guidelines. With the issuance of this guidance, the situation is expected to change soon.

Regulations concerning the Hygiene Supervision over Cosmetics

This regulation stipulates that the state shall exercise hygiene supervision over enterprises engaged in production of cosmetics by means of hygiene license system and the use of new cosmetic raw ingredients, special cosmetics and cosmetics imported into China for the first time must get approval from the health administrative department under the State Council (now CFDA is in charge). Meanwhile, requirements for factory, personnel, raw material, labelling and packaging are put forward.
