CSAR Series: Introduction of China's First Children Cosmetics Regulation

In China, compared with adult cosmetics, children cosmetics occupy a small share of the market. But spurred by the consumption upgrade and the introduction of the two-child and three-child policy, China’s children cosmetics market has grown rapidly in recent years and is expected to continue in the future. Mintel estimates that China’s infant care products (aged from zero to three years) market will grow from 7 billion yuan in 2016 to 17.6 billion yuan in 2021.However, the fast-growing market also brings more irregularities, such as the illegal addition of prohibited ingredients, unlicensed production, etc. Aimed at this condition, China NMPA ramped up the supervision on children cosmetics, and promulgated the Supervision and Administration Provisions on Children Cosmetics on Oct. 8, 2021, which is China’s first regulation specifically for children cosmetics and will come into force on Jan. 1, 2022. The Provisions imposes the most stringent regulatory requirements on children cosmetics, such as labeling of the specific mark, mandatory animal testing, prohibition of functional ingredients and food-related claims. CSAR Series: Deciphering Dossiers Requirements for Cosmetic Registration and Notification

The draft Administrative Measures on Cosmetic Registration issued on July 21, 2020, presents a basic regulatory framework for the registration and notification of finished products and new cosmetic ingredients in China. On August 28, 2020, China National Institutes for Food and Drug Control released the draft Instructions for Cosmetic Registration and Notification Dossiers, a detailed guide for companies to prepare documents for the application, modification, renewal, and cancellation of cosmetic registration and notification. Understanding China's New Draft Subsidiary Measures of CSAR

On July 21, 2020, China released two draft subsidiary measures of the Cosmetic Supervision and Administration Regulation (CSAR), namely Administrative Measures on Cosmetic Registration (Draft for Comments) and Supervision and Administration Measures on Cosmetics Manufacture and Operation (Draft for Comments). The draft Administrative Measures regulates the requirements for filing and registration of finished products and new cosmetic ingredients in China, while the draft Supervision and Administration Measures details the obligations of cosmetic manufacturers and operators.During the webinar, Demi Ding will detail and interpret the requirements stipulated in the two draft measures, such as the procedures of application for cosmetics/new cosmetic ingredients filing and registration, the post-market obligations of new cosmetic ingredients filers and registrants, the requirements for the extension of special cosmetics licenses, the requirements for cosmetic manufacture and operation, etc..
