In order to regulate the application and technical review of children cosmetics, this guidance is formulated according to Hygienic Standard for Cosmetics (2007), Requirements for Application and Acceptance of Administrative Licensing for Cosmetics.

The guidance clearly defined what is “children cosmetics” in China: cosmetics used for children not order than 12 years old. Therefore, manufacturers involved in the production of this kind of products are regulated by this new guidance.

The main content consist of scope of application, principles for designing the product formula, safety evaluation of finished products and ingredients, application requirements and key points for technical review.
