Background

In order to regulate the naming of cosmetics, China Food and Drug Administration ("CFDA") has formulated the Provisions on the Naming of Cosmetics and the Guidelines on the Naming of Cosmetics, which are hereby issued to you for compliance and implementation.

These Provisions shall apply to the cosmetics that are sold within the territory of the People's Republic of China.

The naming of cosmetics must comply with the following principles:
(1) In accordance with the provisions of relevant laws, regulations, rules and normative
documents of the state.
(2) Being simple, understandable and in line with the Chinese language habit.
(3) Not misleading or deceiving consumers.

Article 1 These Provisions are formulated in accordance with the Regulation on the Hygiene Supervision over Cosmetics and the Enforcement Rules of the Regulation on the Hygiene Supervision over Cosmetics for purposes of ensuring the scientific and standardized naming of cosmetics and protecting the lawful rights and interests of consumers.
