On August 21, 2025, the Bureau of Indian Standards (BIS) announced significant revisions to IS 4707 via the Gazette of India. The revisions include the issuance of IS 4707 (Part 2): 2025 List of GNRAS and Restricted Ingredients (Fifth Revision) and the introduction of a new list, IS 4707 (Part 3): 2025 List of Preservatives Allowed in Cosmetics with Restrictions. Both lists were established on August 9, 2025, and will become mandatory six months after their publication, i.e. on February 9, 2026. The full texts of both lists were published on September 3, 2025. To ensure a smooth transition for industry stakeholders, the existing IS 4707 (Part 2): 2017 will remain in force until February 9, 2026, after which it will be formally withdrawn.
