    In China prior to manufacture or import, all cosmetics (excluding domestic non-special use cosmetics) must undergo a registration process and require submission of complicated registration dossiers in order to obtain a license from CFDA. The complexity of registration dossier requirements and the strict implementation of review standards mean that many companies struggle to efficiently register cosmetic products with a significant percentage failing to receive approval.
