China’s New Cosmetic Ingredient Regulations: Key Changes and Compliance Strategies

Background

In the first half of 2026, China's new cosmetic ingredient (NCI) notifications reached a record high of 116, marking a year-on-year surge of 45%. To further encourage this momentum and address industry pain points, China released the Administrative Provisions on Registration, Notification and Dossier Management of New Cosmetic Ingredients and the General Technical Guidelines on Registration and Notification Dossiers of New Cosmetic Ingredients.

One of the most significant changes is the optimization of risk classification. The scope of "relative high-risk" functions has been narrowed from ten categories down to five: preservatives, UV-filters, colorants, hair dyes, and skin-whitening/freckle-removing agents. Functions like anti-acne and anti-wrinkle have been removed, reducing certain toxicological testing. Furthermore, the new regulations streamline dossier submission requirements—allowing some technical documents to be kept on file rather than submitted—and encourage the utilization of existing safety background data and alternative testing methods. These measures will alleviate the burden on enterprises, lowering R&D costs and accelerating the time-to-market for innovative ingredients.
