The technical guideline refines NCI classification by source and risk, streamlines required dossier materials, and allows reduced testing or use of existing data and validated alternative methods in certain cases.
On September 24, 2025, the China National Institutes for Food and Drug Control (NIFDC) released the General Technical Guidelines for Notification and Registration Dossier of New Cosmetic Ingredients (Draft for Comments) for public consultation. South Korea has established a cosmetic safety assessment system through the partial amendment to the Cosmetics Act (Act No. 21302, promulgated on December 30, 2025). Under the new system, cosmetic responsible sellers are required to prepare and retain product safety assessment documentation reviewed by a safety assessor before products are placed on the market or distributed. MFDS plans to further develop detailed rules and conduct pilot programs in 2026, with phased implementation expected from 2028 and full mandatory application around 2031.
