Background

With over 241,000 notified cosmetic products in the Malaysian market as of July 2026, navigating the regulatory landscape is critical for industry players. The National Pharmaceutical Regulatory Agency (NPRA) stringently oversees this booming sector to ensure product safety, quality, and efficacy while facilitating trade through the ASEAN Harmonized Cosmetic Regulatory Scheme.

To help businesses stay compliant and thrive, ChemLinked invited Teh Pei Pei from the Center for Product & Cosmetic Evaluation at NPRA to provide an in-depth overview of the regulatory framework. The webinar will cover the definition of cosmetics, the critical distinction between cosmetic and non-cosmetic products and acceptable claims. Participants will also learn about the cosmetic notification procedure via the QUEST 3+ system, post-market surveillance activities, and the controls on cosmetic labeling.

  • Senior Principal Assistant Director at NPRA
    Ms. Teh Pei Pei graduated with a Bachelor of Pharmacy (Hons) from the University of Science Malaysia (USM) in 2007. She completed her provisional pharmacist training at Klang General Hospital and continued her service at Banting District Hospital, and Seri Kembangan Health Clinic. In 2012, she joined the National Pharmaceutical Regulatory Agency (NPRA), initially serving as a regulatory pharmacist in the Complementary and Alternative Medicines Section before transitioning to the Cosmetic Section later in year 2021, where she has served as an evaluator ever since.
