Malaysia NPRA Updates Cosmetic Ingredient Annexes

Malaysia updated cosmetic annexes: banned four antifungals, tightened Kojic Acid limits, revised colour additive 45430, and removed two preservatives from Annex VI.

On July 6, 2026, the National Pharmaceutical Regulatory Agency (NPRA) of Malaysia issued Circular No. 2/2026, announcing updates to the Guidelines for Control of Cosmetic Products in Malaysia. 1 The core changes involve updates to Annex II (prohibited ingredients), Annex III (restricted ingredients), Annex IV (colorants), and Annex VI (preservatives), including the banning of several anti-fungal agents and the introduction of strict concentration limits for common ingredients like Kojic Acid.
