CSAR Subsidiary Regulations: China Consults on Supervision and Administration Provisions on Children Cosmetics: the Strictest Supervision Ever

The new Supervision and Administration Provisions contains stricter requirements for children cosmetics, including the use of ingredient, safety assessment, packaging design, production and operation, registration and notification, and post-market surveillance; Children cosmetics are not allowed to use functional ingredients for freckle-removing, whitening, anti-acne, depilating, deodorant, anti-dandruff, anti-hair loss, hair dyeing, and hair perming agents; Children cosmetics should be labeled with NMPA designated children cosmetics’ logo in a prominent position on the display surface, and the executive standard number directly below the logo.

Taiwan Releases a New List of Prohibited Ingredients in Cosmetics

TFDA released a new list of prohibited ingredients in cosmetics, which revises 41 ingredients and adds 254 ingredients. The list will come into effect from July 1, 2021. From that date, it is prohibited to manufacture, import, selling, supply or display cosmetics containing the ingredients in the list.

Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
