Taiwan to Implement a New List of Legal Cosmetic Colorants

Taiwan FDA recently published a revised List of Legal Colorants in Cosmetics, which will enter into force since Jan 1 2016. This new list includes only 93 colorants, 21 fewer than the previous version. In addition the colorants are now divided into 4 categories in the new list while the previous list only contained two categories.

Singapore Consumer Products Watchdog Highlights Nail Care Product Incompliance

In March this year, the Consumers Association of Singapore (CASE) sent 30 nail polish and nail polish remover products from retail stores to a designated lab to test for benzene or toluene. An announcement made on July 20 by CASE reported that all the products were safe and that no benzene was found and that toluene levels were all within permitted limits. Most of the labels were incompliant with Singaporean labeling standards and lacked a full list of cosmetic ingredients.

Korea to Restrict the Use of Animal Testing

Korea MFDS announced that it has amended the clauses related to animal testing in the Cosmetic Act. The amendments will be implemented since July 16 2016.

China Makes Significant Changes to the Overarching Cosmetic Regulation

On July 20th 2015, the Legislative Affairs Office of China State Council promulgated the second version of the draft Regulation concerning Supervision and Administration over Cosmetics for public consultation. The period of public consultation will end on August 20th. China State Council is responsible for the issuance and implementation of this China overarching cosmetic regulation. This round of consultation could be a rare chance (maybe the last chance before its issuance) for all stakeholders to give comments and make requests.

India Clarifies Imported Cosmetics Animal Testing Compliance Protocols

China to Tighten Control on Cross-border E-Commerce

According to ChemLinked sources, Hangzhou CIQ held a conference yesterday to inform relevant stakeholders involved in Crossborder E-commerce (CBEC) of the pending implementation of a new policy to conduct random inspection of all commodities traded through CBEC platforms, especially those deemed as high risk products (like food, cosmetics).

Implementation of Administrative Measures on Cosmetics Labeling Put on Hold

Last November China Food and Drug Administration released the draft Administrative Measures on Cosmetics Labelling for public comment. According to the draft, all the regulatory requirements outlined in the draft were to be formally implemented by July 1 2015. Cosmetics already circulated on the market were to comply with the regulation from June 30 2016. However, the deadlines outlined in the draft have not been met and the CFDA has not released any information on the actual promulgation date of the finalized regulation.

China Bans Whitening Products without Special Use Cosmetic Certificates

Since December 16th 2013 whitening products have been classified as special use cosmetics. From the 30th of June 2015 after a year and a half transition period, the manufacture and import of all whitening products without an accompanying special use cosmetics certificate is officially banned by China.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
