Two Days Left | The Original General Cosmetics Notification Platform to be Closed on Sep. 15

The original domestic and imported general cosmetics notification information management platform will be closed on Sep. 15, 2021. After that, the notifier will not be able to handle related notification matters through the original platform. The notification of general cosmetics that have not passed the post-notification review on the original platform (including those that have not undergone post-notification review, have not been corrected after being ordered to make corrections, have not yet meet the requirements after correction) will be canceled by the notification department.

China Implements Amended Cosmetic Prohibited Ingredient Inventories: 24 Newly Prohibited Ingredients Including Cannabidiol (CBD)

The main amendments include adding 24 prohibited ingredients, amending the names and CAS numbers of prohibited ingredients, classifying and merging prohibited drug ingredients. From May 28, 2021, cosmetic registrants and notifiers are not allowed to produce or import products containing prohibited ingredients stipulated in the new inventories. Among the 24 newly prohibited ingredients, CBD and three other Cannabis Sativa derived ingredients are included, which means that CBD cosmetics are prohibited from being produced and imported in China.

Technical Guidance for Submission of Cosmetics Registration and Notification Dossiers (Trial) specifies detailed requirements relating to registration and notification of cosmetics and new cosmetic ingredients (hereafter referred to as NCI), such as obtaining the user account, opening user permission, submitting paper and electronic documents, the format of documents, etc. NCI applicants can apply for withdrawing the existing registration applications by two methods before May 1, 2021.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
