Korea Recent Cosmetic Regulatory Updates

Recently Korea MFDS released a series of regulatory updates for cosmetics for public consultation which includes: Labeling of PA++++ Korea MFDS announced that from December products can label PA++++. Guidelines for 8 New Functional Cosmetics to Be Released

Korea to Expand Functional Cosmetic Regulatory Scope

Korea MFDS recently proposed the addition of 8 kinds of products into the functional cosmetic category, including: Hair dye products Decolorizing products Depilatories Hair growth products Hair loss protection products Products reducing dryness of sensitive skin Product preventing acne skin from skin keratinizing and dryness Products improving the stretch marks and skin chapping and protecting damaged skin In future functional cosmetics will include 11 kinds of products in addition to whitening products, sunscreens and anti-wrinkle cosmetics. Among the newly added products, hair growth products were previously regulated as drugs while the rest were previously regulated as quasi drugs. Different categories are subject to different degrees of regulatory strictness in respect of registration requirements and inspection stringency whereby:

Korea Revises Quasi Drug Evaluation Requirements

Korea adjusted the existing evaluation requirements for quasi drugs to align with the new quasi drug reevaluation scheme implemented on December 4th 2015. Enlarge the scope of high risk ingredients MFDS newly adds polyhexamethylene guanidine hydrochloride (PHMG), oligo (2-2-ethyoxy) ethoxyethylguanidim chloride (PGH), cetylpyridinum chloride (CPC) -- when concentration above 0.05%, and dipropylisocinchomeronate into the scope of high risk ingredients which can potentially cause cellular damage. Korea to Revise Manufacturing Standards for Quasi-Drug

Recently the Korean MFDS released a notice on the revision of the manufacturing standards for quasi-drug. The main contents of this upcoming revision are: 1. Revising the manufacturing standards of hair dye: 1) To reduce the upper concentration limit of 12 components including p-aminophenol. The new upper concentration limit for α-naphthol will also be set.

Korea Revises Quasi-drug Permit Regulation

New proposals on the legal revision of quasi-drug permits were raised by MFDS on 9 November specifically regarding the application and technical review of quasi-drugs. The drafted rectifications mainly focus on the review work of several ingredients’ safety and efficacy and are currently undergoing public consultation until 9 January 2016.

Korea MFDS Revises Imported Cosmetics Quality Inspection Exemption Rules

On October 1st the Korean MFDS released part of a revision to its imported cosmetics quality inspection exemption rules, which took effect immediately upon the date of release. Exemption qualification criteria have been raised and new contents were added into the rule to specify “Identification Cancellation” procedures (a new scheme to screen Korean cosmetic importers).

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
