SFDA: Safe Use of 3 Substances in Cosmetics

China SFDA releases the guidance on safe use conditions and testing methods of three cosmetic ingredient substances. In order to standardize the technical requirement of cosmetic ingredients and further improving the safety of cosmetic products, China State Food and Drug Administration (SFDA) has recently approved and released the guidance on safe use conditions and testing methods of three cosmetic ingredients: ethanol (CAS: 64-17-5), TALC (CAS: 14807-96-6) and glycerin (CAS: 56-81-5).

SFDA Issues IECIC First Batch for Public Consultation

China State Food and Drug Administration (SFDA) has issued the first batch draft of the Inventory of Existing Cosmetic Ingredient in China (IECIC) on 6 November, 2011 for public consultation. The 2011 first batch list contains altogether 1710 existing ingredients in the Chinese cosmetic market.

SFDA Testing Methods on Prohibited Chemicals in Cosmetics

SFDA Consults: Proposals for Testing Methods of 7 Prohibited chemicals in Cosmetics and 39 Restricted hair dyes On 4 November 2011, China's State Food and Drug Administration (SFDA) issued two draft proposals for the testing methods on 7 prohibited chemicals used in cosmetics and 32 restricted/prohibited dye materials used in hair products. A commission from Ministry of health of the people’s republic of china, which is health standard system project (amendment) (Number 2008-06-01) is undertaken by Chinese center for disease control and prevention in 2008. After compiling, Institute of Environmental Health and Related Product Safety, China CDC is consulting on all units’ opinion since 1st April, and the deadline for feedbacks is 30 April.

SFDA issues “Chinese version of International Nomenclature of Cosmetic Ingredients 2010”

To strengthen supervision and management of cosmetic ingredients, further standardize the Chinese Nomenclature of International Cosmetic Ingredients, based on the “Chinese version of International Nomenclature of Cosmetic Ingredients 2007” issued by MOH, SFDA translate the ingredients embodied in “International Cosmetic Ingredient Dictionary and Handbook Twelfth Edition (2008)” published by Personal Care Products Council (formerly the Cosmetic, Toiletry and Fragrance Association), and accomplish “Chinese version of International Nomenclature of Cosmetic Ingredients 2010” (Hereafter referred to as 2010 version).

New Chinese Version of INCI Released by the SFDA

On 13th Sep 2010, the State Food and Drug Administration (SFDA) of China released the latest Chinese version of the INCI (International Nomenclature of Cosmetic Ingredients, 2010, draft) on its website. The deadline for public review and comments is 8th Oct 2010. This version is an update to the 2007 Chinese version of the INCI which was issued by the Chinese Ministry of Health.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
