China Finalizes Mandatory Labeled Logo on Children Cosmetics

On Dec. 1, 2021, China NMPA published the children cosmetics’ logo, as well as its labeling area and color matching information. From May 1, 2022, children cosmetics that apply for registration/notification must be labeled with the logo.

All Cosmetic Products Can Now Apply for the EU Ecolabel

So far limited to so-called “rinse off cosmetic products”, the EU Ecolabel can now be used for all cosmetic categories, including skin care and make-up. New eligibility criteria have recently been adopted for this purpose by the European Commission.

China Classifies Medical Beauty Industry Advertising as Medical Advertising

EU Consults on Revised Requirements for Using Benzophenone-3 and Octocrylene and Labelling Formaldehyde Releasers

On Oct. 14, 2021, European Union consulted on the revised use conditions for Benzophenone-3 and Octocrylene in the List of UV Filters Allowed in Cosmetic Products of Regulation (EC) No 1223/2009 and the new threshold for labelling formaldehyde releasers on the finished cosmetic products containing substances in the List of Preservatives Allowed in Cosmetic Products. The final date for comments about the revisions is December 13, 2021.

CSAR Subsidiary Regulations: China to Implement the First Children Cosmetics Regulation in 2022

On Jun. 18, 2021, China NMPA issued the draft Supervision and Administration Provisions on Children Cosmetics. On Oct. 8, 2021, China NMPA promulgated the finalized version of Supervision and Administration Provisions on Children Cosmetics (the finalized Provisions). The finalized Provisions includes 22 articles, clarifying children cosmetics’ scope, formula design principles, labeling requirements, registrant/notifier’s main responsibilities, post-market supervision requirements, etc.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods. It is revised aperiodically in response to changing trade practices in the industry. China is planning to issue a new version of STSC.
