New Chinese regulation on the inspection and quarantine of imported and exported cosmetics come into force since February 2012.
Since the 1st February 2012, China has come to implement a revised regulation on the inspection and quarantine of the country’s imported and exported cosmetics. The Measures for the Administration of Imported and Exported Cosmetics Inspection and Quarantine Supervision, which is issued as AQSIQ Order No. 143 of 2011, were published on 10 August last year on the China AQSIQ website and announced the annulment of the 2000 version as of 1 February 2012.
The new rules have added some exemption conditions concerning the inspection and quarantine of imported cosmetics, exported cosmetics and non-trade cosmetics at the entry Port to China. For example, the departure duty free cosmetics are now exempted from China’s initial CIQ labeling (China Entry-Exit Inspection and Quarantine) and the related label-compliant inspections but still need Entry inspection. And the Certificate of Entry Inspection and Quarantine of Goods in this case should give clear indication of 'only for sale in departure duty free shops’.
For cosmetic products that are imported back to a country from which the cosmetic ingredients had been exported, a revised rule that exempts Chinese ingredient importers from receiving China Entry inspections has taken effect given that the ingredient exporter can supply a certified proof that it is in compliance with relevant laws or standards of the source country/district, and the exemption even prevails till the exporting stage of the processed/finished products when Exit inspections should adopt the regulations or standards of the importing country/district.
