Indonesia Releases Draft Guidelines for Halal Cosmetics Compliance

On June 3, 2026, Indonesia notified the World Trade Organization (WTO) regarding the release of the Draft BPJPH Decree Concerning Guidelines for the Implementation of the Halal Assurance System for Cosmetics. ¹ This draft establishes comprehensive requirements for the implementation of the Halal Assurance System (HAS) within the cosmetics industry. It covers two key areas: criteria for the halal assurance system for cosmetics and halal critical points for cosmetics. The final date for public comments is August 2, 2026.

HAS Management

Businesses must establish and maintain an integrated HAS. This includes:

• Halal Policy: Formulating a written policy committing to using halal materials and processes.

• Resources: Appointing a Halal Supervisor and, if necessary, a halal management team.

• Training: Conducting regular training (at least annually) for all personnel involved in the Halal Product Process (PPH).

Ingredient Restrictions

The draft clarifies that the scope of halal management extends beyond ingredients within the cosmetic formulas to encompass all materials that may contact the product during production. This includes raw materials, additives, processing aids, lubricants, sanitizers, cleaning agents, packaging materials, and product applicators.

The draft sets forth specific provisions for ingredients based on their origins:
