The ASEAN Cosmetics Committee and ASEAN Cosmetics Scientific Body reviewed and implemented a series of EU regulations at their 21st meeting. Several EU regulations were entered into the ASEAN Cosmetics Directory (ACD).
EU Regulations No 866/2014
- ACD entry #44, Annex VI: Alkyl (C12-C22) trimethyl ammonium, bromide and chloride) (+) Max. 0.1% when used as preservative
- Newly enter into the ACD
- Restrictions for cetrimonium chloride, steatrimonium chloride, behentrimonium chloride when used other than as preservative
- New entries as per EC Ref #286 and #287 into ACD Annex III:
- The word “leave-on” in column F will be deleted and the grace period for complying with new requirements associated with this change will end on July 1st 2015 for products to be placed on the market and December 1st 2015 for existing products in the market.
- Both tris-biphenyl triazine are newly listed into ACD entry #29 and Citric Acid (and) Silver Nitrate are also entered into ACD as new entry #59, with immediate effect as outlined in Annex VII
EU Regulation No 1003/2014
- Currently in ACD entry #39, Annex VI: Methylchloroisothiazolinone (and) Methylisothiazolinone has a maximum allowable percentage of 0.0015% with a ratio of 3:1
- “Use of the mixture is allowed for rinse-off product only” were added
- Methylchloroisothiazolinone (and) Methylisothiazolinone is incompatible with the use of Methyisothiazolinone alone in the same product. The grace period for the changes will end on July 1st 2015 or earlier for products to be placed in the market and April 2016 for existing products in the market.
EU Regulation No 1004/2014
- The ACD entry #12, Annex VI: 4-Hydroxybenzoic acid and its salts and ester with a maximum usage level of 0.4% (acid) for 1 ester, 0.8% (acid) for mixtures of esters.
- New limits for Butyl paraben, Propyl paraben and their salts. Hence revision to entry #12, Annex VI, and addition of new entry #12a with additional conditions of use and warning. The grace period for this changes are allowable until end Dec 2015 for products to be placed in the market and end June 2016 for existing products in the market.
EU Regulation Nos 344/2013, 483/2013, 658/2013, 1197/2013
The proposed amendments require further review and will be discussed at the next ACSB meeting
EU Regulation No 358/2014 - Addition of Five Paraben Derivatives into Annex II
1. The following parabens will be added as new entries into Annex II.
- isopropylparaben
- isobutylparaben
- phenylparaben
- benzylparaben
- pentylparaben
While the grace period will end on the 30th of July 2015 for existing products in the market (except for Thailand and Philippines where the grace period is until 31 Dec 2015).
2. The correction to Annex III, entry #1a – Boric acid
The clause “all hygiene” in current column C point B to be changed to “oral hygiene”
EU Regulation No 358/2014 - Triclosan
Current ACD entry #25, Annex VI: Triclosan has a maximum usage percentage of 0.3% for all products when used as preservative. The grace period for new limitations on allowable product types and concentration for mouthwash will end in December 2015. Usage in other product types (including shampoo) will be reviewed at the next ACSB meeting.
