ASEAN Revises and Supplements the Annexes of ASEAN Cosmetic Directive in June 2019

Entries of cosmetic prohibited/restricted ingredients, permitted preservatives and UV filters in ASEAN Cosmetic Directive (ACD) have been updated during the 30th ACSB Meeting.

According to Singapore Health Sciences Authority (HSA) [1], ASEAN's 30th ACSB meeting (short for “ASEAN Cosmetic Scientific Body Meeting”) was held in June 2019, during which it revised cosmetic ingredient requirements and added new standards of cosmetic prohibited/restricted ingredients and UV filters.

Based on the decisions adopted on the meeting, some revisions to the annexes of ACD have been effective upon release and the rest will be effective from 2020 or 2021. Stakeholders with any comments on the implementation date are welcome to provide feedback by August 31, 2019.

Detailed revisions to each annex are as follows:

1. Addition of a new entry in Annex II List of Substances Which Must not Form Part of the Composition of Cosmetic Products [2]

  • 18 Jun 2020: Companies can submit new notifications only for compliant products

  • 18 Dec 2020: All non-compliant products shall be withdrawn from the market

2. Updates of 4 entries in Annex III List of Substances Which Cosmetic Products Must not Contain Except Subject to Restrictions and Conditions Laid Down [3]

  • Annex III was amended to include 3 new entries of restricted ingredients as well as the corresponding use limitations and delete the entry No. 48 of silver nitrate, which was previously allowed for coloring of eyelashes and eyebrows.

  • The new entry No. 324 and No. 325 shall take effect from Dec.19, 2020; the new entry No.326 and the entry No.48 shall take effect immediately.

3. Amendments to 2 entries in Annex VI List of Preservatives Which Cosmetic Products May Contain [4]

In the entry No.7, the salts of Biphenyl‐2‐ol (o‐phneylpehol) was deleted, the maximum authorized concentrations of Biphenyl‐2‐ol (o‐phneylpehol) for leave‐on products was reduced and the warning requirements was newly added.

In the entry No.32, the use of climbazole as a preservative was revised to limit its use to certain product types and the maximum allowable concentration was also reduced.
