Australia Adds One Cosmetic Ingredient to the Australian Inventory of Industrial Chemicals (AIIC) (Updated on Nov 2, 2023)

The AIIC serves as a searchable database containing approximately 40,000 chemicals that are manufactured or imported for industrial use in Australia. Industrial chemicals covered by assessment certificates are listed on the AIIC after a period of 5 years, but there are also provisions for early listing. Any registered person can introduce an industrial chemical listed on the Inventory but must comply with the terms of the Inventory listing, along with record-keeping and reporting requirements.

Updates on November 2, 2023:

The Australian Government announced the addition of additional two fragrance components to the AIIC under Section 83 of the Industrial Chemicals Act 2019, with details listed below. These chemicals have applied for early listing and their assessment certificates do not include a condition on the period for which the industrial chemicals are permitted to be introduced. They can be listed in the AIIC even if less than 5 years have passed since the issuance of their assessment certificates.

The chemical has undergone assessment for the following purposes:

  • Imported in fragrance formulations at up to 1% concentration for the reformulation of end use cosmetics and household products.

  • Imported or reformulated in continuous action air fresheners at up to 2% concentration, in fine fragrances at up to 0.5% concentration, in instant action air fresheners at up to 0.2% concentration, in other cosmetic products at up to 0.05% concentration and in other household products at up to 0.02% concentration.

2-Pentanone, 4-methyl-, oxime (CAS No. 105-44-2)

The chemical has been assessed as a component in end use coating products imported into Australia at a maximum of 10 tonnes per year.

On October 17, 2023, the Australian Government announced the addition of seven industrial chemicals to the AIIC under Section 83 of the Industrial Chemicals Act 2019. These chemicals have applied for early listing and their assessment certificates do not include a condition on the period for which the industrial chemicals are permitted to be introduced. They can be listed in the AIIC even if less than 5 years have passed since the issuance of their assessment certificates.

Notably, six of these chemicals have been assessed as fragrance components imported into Australia at a maximum of 1 tonne per year.

Industrial chemicals covered by assessment certificates are listed on the AIIC after a period of 5 years, but there are also provisions for early listing. Any registered person can introduce an industrial chemical listed on the Inventory but must comply with the terms of the Inventory listing, along with record-keeping and reporting requirements.

Chemicals not listed in the AIIC are considered new chemicals and require introduction categorization before commencing relevant activities. As per the Australian Industrial Chemicals Introduction Scheme (AICIS) there are five introduction categories for industrial chemicals (including cosmetics), each with different obligations.
