Thailand Proposes Major Updates to Cosmetic Ingredient Requirements: 13 Additions, 5 Revisions, and 1 Deletion

Thailand opened public consultation on cosmetic ingredient rules, proposing 10 new banned substances, 3 new restricted substances, tighter limits for salicylic acid, zinc pyrithione, homosalate, and benzophenone-3, and the removal of permitted preservative Quaternium-15.
On June 9, 2026, the Thai Food and Drug Administration (Thai FDA) launched a public consultation on six draft notifications that would significantly update the country's cosmetic ingredient requirements. The proposed amendments, which are intended to further align Thailand's regulatory framework with the ASEAN Cosmetic Directive (ACD), include the addition of 10 prohibited substances and 3 restricted substances, revisions to the requirements for 5 existing ingredients, and the removal of 1 permitted preservative. The consultation period will remain open until July 8, 2026.
