On April 24, 2026, Brazil's National Institute of Metrology, Quality and Technology (Inmetro) opened a public consultation on a proposed Mercosur technical regulation aimed at updating regional requirements for declaring the net quantity of personal hygiene products, cosmetics, and perfumes (collectively, "cosmetic products"). Comments may be submitted until June 23, 2026.1
The proposed regulation updates the framework established under Mercosur/GMC/Res. No. 50/2000, which was designed to harmonize the quantitative indication of cosmetic products across the region, thereby facilitating trade, removing technical barriers, and ensuring consumer protection. The current framework covers net quantity declarations for solid/semisolid and liquid cosmetic products. To better reflect industry practices, the draft regulation expands the scope to include gel-form products.
Upon adoption, the draft regulation would require net quantity declarations for cosmetic products to be presented as specified in the table below:
