Uruguay Notifies WTO of Mercosur Draft Resolution on Cosmetic Net Quantity Labeling

On September 19, 2025, Uruguay notified the WTO of a draft Mercosur resolution on the net quantity labeling of cosmetic products, which is open for public comment until November 18, 2025.1

The proposed resolution, intended to repeal the current Mercosur/GMC/Res. No. 50/2000, updates the rules for declaring the net quantity on cosmetic labels. In particular, it introduces a separate product category for gel-form cosmetics, distinguishing them from solids, and revises the corresponding labeling requirements. The provisions for solid, semi-solid, and liquid products remain aligned with those in the existing resolution.

Under the proposed text, the net quantity of cosmetic products shall be declared as shown in the table below. Once adopted, Mercosur member states are expected to incorporate the resolution into their national legal frameworks by March 1, 2026.
