Takehome message:

On August 12 2014, CFDA released the appended list of testing institutions sanctioned to conduct testing on domestic non-special use cosmetics. 66 testing institutions were reviewed by provincial FDAs according to Notice on Administrative Measures on Filing of Domestic Non-Special Use Cosmetics and approved as the designated testing institutions to undertake the testing of domestic non-special use cosmetics. Most of them are third parties including Centre Testing International Corporation, the parent company of REACH24H.
From 30 June 2014, cosmetic manufacturers in China are required to file their Non-SUC with provincial FDA through the National Online Filing System before placing their products on the market. The online platform requires submission of formulation data and sales packaging (including label and instruction) while the rest of the registration dossiers can be kept by applicants for subsequent examination by officials within 3 months after products are marketed(see CL News on June 10) . The registration dossiers include the testing reports issued by testing institutions approved by CFDA, which consist of hygienic safety testing report (microbiological, hygienic chemical and toxicological), body safety testing report and other newly-added reports (asbestos testing report, etc).
