China GACC Clarifies Implementation Rules for Cosmetics Import and Export Inspection under New Measures

On May 11, 2026, the General Administration of Customs of China (GACC) issued Announcement No. 61 of 2026, providing implementation details for the Administrative Measures on Inspection and Quarantine of Import and Export Cosmetics of the People's Republic of China (the Measures), promulgated on May 6. The Announcement specifies requirements for declaration, information recording, and pre-export inspection applications relating to imported and exported cosmetics.¹

Requirements for Import Declaration

For imported cosmetics, importers are required, in their capacity as the consignee within China, to submit the "Import Goods Declaration Form of the Customs of the People's Republic of China". The Announcement further clarifies the relevant declaration requirements, covering registration and notification information, imported samples, and cosmetic semi-finished products.
