China to Implement 6 New Cosmetic Industry Standards from April 1, 2020

    On December 2nd, China Ministry of Industry and Information Technology (MIIT) officially approved 311 industry standards. Among them, 6 are related to cosmetic products.

    • This standard stipulates the requirements, testing method, inspection rules, label, packaging, transportation, storage and expiration date for tea extract in toothpaste.
    • It is applicable to polyphenolic compounds based on catechins extracted from tea (Camellia sinensis L.). The characteristic ingredient is epigallocatechin-3-gallate, EGCG.

    2QB/T 5406-2019Oral Care and Cleansing Products: Determination of Acid Soluble Zinc in Toothpastes and Mouthwashes -Atomic Absorption Spectrophotometry
    • This standard stipulates the method for the determination of acid-soluble zinc in toothpaste and mouthwashes by flame atomic absorption spectrophotometric method.
    • The limit of detection (LOD) of this method is 0.008 mg/L and the limit of quantification (LOQ) is 0.025 mg/L. The LOQ shall be 125 mg/kg when the sampling quantity is 1.0 g.

    3QB/T 5407-2019Oral Care and Cleansing Products: Determination of 3-Methyl-4-isopropylphenol in Toothpastes – HPLC Method
    • This standard stipulates the methods, reagents and standard substances, instrument, analytical procedures, result calculation, recovery, standard deviation and allowable difference for the determination of 3-methyl-4-isopropylphenol in toothpastes by high performance liquid chromatography.
    • The detectable concentration of 3-methyl-4-isopropylphenol is 0.20μg/mL and the quantitative concentration is 0.60μg/mL. The LOD shall be 20 mg/kg and the LOQ shall be 60 mg/kg when the sampling quantity is 1.0 g.

    4QB/T 5408-2019Oral Care and Cleansing Products: Determination of Erythritol in Toothpastes – HPLC Method
    • This standard stipulates the methods, reagents and standard substances, instrument, analytical procedures, result calculation, recovery, standard deviation and allowable difference in the determination of erythritol in toothpaste by high-performance liquid chromatography.
    • The detectable concentration of erythritol is 0.01 mg/mL and the quantitative concentration is 0.03mg/mL. The LOD shall be 200 mg/kg and the LOQ shall be 600 mg/kg when the sampling quantity is 5.0 g.

    5QB/T 5409-2019Oral Care and Cleansing Products: Determination of Cetyl Pyridinium Chloride Monohydrate in Toothpastes - HPLC Method
    • This standard stipulates the methods, reagents and standard substances, instrument, analytical procedures, result calculation, recovery, standard deviation and allowable difference in the determination of cetyl pyridinium chloride (CPC) monohydrate in toothpaste by high-performance liquid chromatography.
    • The detectable concentration of CPC is 0.2 μg/mL and the minimum quantitative concentration is 0.70 μg/mL. The LOD of CPC shall be 10.0 mg/kg and the LOQ shall be 35.0 mg/kg if 0.5 g toothpaste sample is taken and 25 ml of extract is added. The LOD of CPC shall be 0.8 mg/kg and the LOQ shall be 2.8 mg/kg if 2.5 g mouthwash sample is taken and 10 ml of the extract is added.

    6QB/T 5411-2019Determination of Diethylene Glycol Prohibited Ingredients in Cosmetics – Gas Chromatography Method
    • This standard stipulates the method for the determination of prohibited ingredient diethylene glycol in cosmetics by gas chromatographic hydrogen flame ionization detector.
    • The LOD of diethylene glycol in gel and water aqua cosmetics is 200 mg/kg and the LOQ is 500 mg/kg. The LOD of diethylene glycol in cream and lotion samples is 400 mg/kg and the LOQs is 600 mg/kg.
