The executive meeting of the State Council held on Apr 7, 2020, decided to newly establish CBEC comprehensive pilot zones in 46 cities and regions to promote the development of CBEC and support foreign trade and investment and attempt to offset the negative economic impact of COVID-19 [1]. Then on May 6, 2020, the State Council announced the 46 new comprehensive pilot zones [2]. Up to now, there are a total of 105 CBEC comprehensive pilot zones.

Qualified cities where the comprehensive pilot zones are located will be included in the scope of CBEC pilot cities sooner or later. Currently, 86 cities and the whole of Hainan Island are eligible for the CBEC pilot policies. Compared with non-pilot cities, pilot cities enjoy preferential customs clearance procedures for cross-border e-commerce retail imports.
