The report has divided the 105 pilot zones into three levels based on development foundation, scale, and innovation. They are 15 Leading Pilot Zones: Guangzhou, Shenzhen, Hangzhou, Ningbo, Zhengzhou, Shanghai, Beijing, Tianjin, Qingdao, Nanjing, Chengdu, Xiamen, Dongguan, Zhuhai and Chongqing.

The development of the pilot CBEC zones is one of China's high-level opening-up policies to encourage foreign investment and boost economic growth. On September 21 2020, China announced plans for three new pilot free trade zones in Beijing, Hunan, and Anhui [2], boosting the number of the country’s Free Trade Zones to 21. In addition, an existing free-trade zone in the wealthy Eastern Province of Zhejiang will also be expanded.
